How to create a workflow for a role that cannot Add Issues?

We have Redmine 3.4.6-3.
I have found that when defining a role that if 'Add Issues' is not checked in the Issues Tracking permissions area of the role definitions, you cannot create a workflow for that role.
How can you create a workflow for a role that cannot Add Issues?

I just ran into this, so at least I now know why I can't create a workflow.
Makes sense because we have some roles that don't allow editing issues.
It's just irritating to get a warning "no workflow defined" if I can't do anything to remove this warning.

Generally (with a current Redmine version), roles with either the "Edit issues" or "Add issues" permission are considered for workflows. If a role has neither of these permissions, you can edit its workflow. Any existing workflows for this roles are ignored.

If Redmine shows a "no workflow defined" warning for such a role, this is likely a bug. In that case, could you please open an new Bug issue which described the issue, possibly with a screenshot? Make sure to provide all the information described in Submissions.
