I second thanks to you, It was not intuitive until I read and got the idea with the up and down arrows, my fault.

There is a patch on the forums, but guess that it is per proyect basis, this workaround is across all the projects with the Redmine instance.

that is not real solution, rather workaround, because order of trackers influences the way they are presented in issues list, on project summary page and other places that present trackers in order...
