how to use ".patch" file?

i downloaded a .patch file from redmine website, but don't know how use it, please help, thanks!

the "patch program" can running in windows platform? seems working in linux system.

Certainly. There are several win32 ports of patch. The two I know are GnuWin32 and UnxUtils. Search the web and you'll find them... ;)
