Depends on what exactly you mean. If you simply mean give users working in multiple projects access to a wiki in another project, Redmine supports this without issue. If you're referring to having one wiki be the target of the 'Wiki' tab within multiple projects then AFAIK that isn't supported.

In our case we have a project that is dedicated to nothing but wiki content (no issues, no forums, just wiki module) and use that as a central documentation area.
