Is Redmine designed to send emails on issue creation/assignment?

I've found in the wiki where Redmine can be configured to send emails when an issue will be due within x days.
I also see where to configure the email.yml for actual email server settings.

But I can't seem to find if Redmine is already designed to send emails when an issue is assigned to a developer or when a new issue is created or how to change these settings.

If this is documented already, can someone point me to where?

If it is not documented, can someone explain where to configure/setup/enable this?

I want to start setting up a project with issues and have the developers I add start getting notified that they've been assigned issues, etc.

Hello,

Don't you think the "observers" section on an issue achieves this ? If I'm right, this would need some editing on this wiki page : http://www.redmine.org/wiki/redmine/RedmineIssues

If I'm wrong, what is is designed for ?

However, maybe you seem to need a hack (plugin ?) to get e-mail when creating a new issue.

Suggestion : when assigning an issue to someone, let's have an "add to observers" checkbox.
